Iraq's ccTLD: IQ part Two

The issue of rightful ownership of the .iq domain has thrown gasoline on the raging controversy as to whether ICANN has the right to choose who is the representing body for a given country, especially since the current owners of .iq are in federal custody facing 46 counts of funding and assisting terrorist organizations. After a budget proposal was submitted by ICANN which included a tax hike on ccTLD's, the Council of European National Top Level Domain Registries (CENTR) - an organization which represents the Internet registries of 39 countries refuses to pay and would like to see control of the international domains reside elsewhere. ICANN is stuck in the middle between a formal request from the US Government to change the delegation and a major section of the rest of the world that claims ICANN does not have the authority to do so. .EU To Be Launched by the End of the Year

The newest top level domain .eu will be introduced sometime in late 2004, with a "sunrise period" possibly in September. It will be the first domain space that is not purely generic, like .com, and not specific to a single country, like .uk, although it has been designated it as a country.

EURid - an entity made up of a consortium of the Swedish, Italian and Belgium country code naming authorities - are currently in the final stages of negotiations with the Commission to establish the Public Policy Rules (PPR) for .eu which are being drafted in consultation with the Member States.

ICANN UPDATE

NSI Rejects the ICANN Proposed Budget

ICANN has submitted a budget nearly twice that of last years. NSI considers it to be an "illegitimate tax" on domain name holders (the people that will eventually end up paying for the increases), and plans to oppose the budget on legal grounds. Although this has the ring of "no taxation without representation" that got the United States started in the first place, do not expect to see bags of domain names being dropped in the Potomac anytime soon. Any relationship between this activity and the big drop expected in August is purely coincidental. Read More
